Should a Syracuse utility contractor implement Field Service and Service Cloud at the same time?

We rarely recommend putting both in one release. Service Cloud gives you the customer record, case handling and the history of each site, and Field Service depends on all three being accurate. We normally launch the service console first, let agents work in it for several weeks, correct the data that surfaces, then add scheduling, work orders and the mobile app. Running both at once is possible when site data is already clean, which discovery will confirm.

Our Central New York plant has almost no IT staff. How would a Salesforce rollout be phased around that?

We keep each phase small enough for a lean team to absorb. The first release usually covers accounts, contacts, opportunities and a quoting process tied to your product list. Later phases add CPQ, service cases or a customer portal once people are comfortable with the basics.
